The General Body Meeting was held as follows:

Date : 7th June 2009

Time : 6.00 p.m.

Venue : Tourist Hostel Auditorium, YMCA, (Near Jantar Mantar), New Delhi

Proceedings & Resolutions:

1. All the past efforts by the Association and developments were discussed in detail.  All the members actively participated and a large number of them discussed their issues, views and suggestions amongst the quorum.

2. The members were appraised with all the facts, figures and information so far gathered by the Association.  The members were very enthused with the new information and were confident of significant benefits due to the new information shared with them.

3, All members present unanimously voted for immediately approaching the Hob’ble Court for getting relief from Greater Noida Industrial Development Authority.

4.The Financial Statement of the Association was presented to the members and all Receipt & Expense details were shared with them

5. The Members themselves proposed that there shall be a Voluntary Contribution  of Rs.1,000/- towards Legal and Allied  Expenses Fund (LAEF).  This amount was approved unanimously and a large number of Members submitted an amount of Rs.1,000/- towards LAEF  on the spot.

6. The suggestion of creation of Legal Committee and Development Committee through volunteers was welcomed by the Members.  A substantial number of Members present volunteered for working in these Committees.  It was also resolved that other Members who could not be present can also join these Committees and extend their help for our unified cause.

7. All the Members expressed a unanimous Vote of Confidence in the Executive Body.

Useful first Discussion with GNIDA

It gives us immense pleasure to inform everyone that Greater Noida Industrial Development Authority (GNIDA) and our Association’s Executive Members had a very positive and harmonious first round of discussion on 8th of April 2009. While GNIDA held our concerns valid and appreciated our efforts, the Association Members appreciated GNIDA for opening dialogue on a positive note. Important and pertinent information was exchanged and everybody agreed that we need to work together for reviving the faltering BHS-09 Scheme. We hope that this positive start will result in rapid and mutually beneficial progress.

BHS09 Scheme

BHS09 (Built-up Houses Scheme – 09) is a housing scheme which is amongst the various schemes launched by the Greater Noida Industrial Development Authority (GNIDA) for development of Greater Noida area. This scheme was launched on the 16th of February 2008 whereby applications were invited for “Independent, Expandable, Finished Built-up Houses of Plot Size 120 Sqm. in Sectors 03, Xu II and Xu III for a total of 3,000 houses at a total premium (cost) of Rs. 29.98 lakhs. At that time the cost of one sqm. of land was Rs. 5,900/-. A very large number of people applied for this scheme under the trust that GNIDA, being a Government Organization, will provide affordable and quality houses at less than the price being charged by Private Builders. The draw took place in June 2008 and Allotment Cum Allocation Letters were sent to successful applicants in the first week of July.

Simultaneously, another scheme by the name “XT/01/08 was launched on the 3rd of July for allotment of Residential Plots in Sectors 03 and Xu II for plots of sizes 120 Sqm and 200 Sqm at Rs. 10,500/- per sqm. This opened a pandora box as the final cost of a individually built house (similar to specifications of BHS-09 built-up house) on 120 sqm. of land came to approximately Rs. 22 lakhs alongwith lower Lease Rent, Location Charges, Stamp Duty etc. ; whereby a BHS-09 allottee pays in excess of Rs.36 lakhs (inclusive of interest) and thereafter pays higher Lease Rent, Location Charges, Stamp Duty etc. Simultaneously GNIDA provided relief to Private Builders, who in turn reduced the prices of their houses/apartments for sale.

Under these circumstances, all allottees of BHS-09 stood to lose in excess of Rs. 16 lakhs, with no possibility of recovery. This is because even if the real estate market recovers, the base price will be commanded by the cheapest house on sale, which will definitely be the Privately Built Houses of allottees of XT/01/08 Scheme.

There are numerous steps being taken by various State and Central Government bodies for providing Relief to purchasers of property. Even Private Builders are reducing the cost of their houses and refunding money to their clients who have already booked apartments/houses with them.

Despite all the above, GNIDA has not yet provided any relief to the allottees of BHS-09 Scheme. The allottees are in great distress and a significant number of them have surrendered their houses and lost large amounts of money to GNIDA in the form of forfeitures and penalties.

CEO Promises 10 days, thereafter delaying tactics for two months

On the 8th of April 2009, we had a meeting with Mr. Pankaj Agrawala, CEO of Greater Noida Industrial Development Authority.  In the meeting, not only he spoke to us very encouragingly but also was very recepitive of our ideas and agreed on the most of issues discussed by us. He himself proposed a timeline of 10 days for getting the facts and figures and suggested a meeting at the end of 10 days.  Yet despite persistant follow-ups with his office, as well as others in GNIDA , we have came across only  delaying tactics.  GNIDA is deliberately using delaying tactics and seems to be in no mood to resolve matters through discussions.

In the meanwhile, there are major developments that have come to the notice of the Association which need to be discussed in a General Body Meeting which shall be held shortly.  Date, Time, Venue and Agenda to be declared shortly.
